    1. They walk confidently — steady without holding on (usually ~18 months+).
    2. Leg length, not age — both feet flat with a slight knee bend when seated. Our 12" balance bike seat drops to ~32 cm; for shorter legs, start lower.
    3. They're keen to move — pushing, running, climbing.
